Description
According to the configure script, nvenc can be used in a LGPL setting.
According to the LICENSE file it requires enabling nonfree.

Removed the incorrect statement about nvenc requiring nonfree in c8b50ff8f9b3c102765e8b8902db82e9ebf7332c, thank you for the report!

I have no idea who put that there and when, but the "binary blob" is the Nvidia driver, which is widely accepted as system library.
