Description
There seems to be a character encoding problem with the standard error output. Some characters outside the A to Z range appear mangled. See the picture. I'm also attaching an audio file you can use to reproduce the issue.
ffmpeg -i "Måns Zelmerlöw - Heroes.mp3"
This occurs with the latest "static" Windows build (32 bit) as of writing this: 20190308-147ef1d

Merged in #5398. Still the guy in that issue said that the fix I proposed is working for him, so solve it, damn it.
